Refunds and refill are not the same thing
An automatic refund covers delivery that never happened. If a service delivers only part of the quantity, the rest of the charge returns to your panel balance without a ticket. Refill covers something different: counts that drop after delivery. It exists only on services marked with refill, and only within that service's refill period.
