Why does a Telegram channel need boosts to post stories?
Telegram does not let every channel publish stories by default. Stories are a level feature: a channel or group has to collect boosts from Telegram Premium users and reach level 1 before the story button appears for admins. After that, each new level adds one more story slot per day, so a level 3 channel can publish three stories a day and a level 10 channel ten.
